Declan has held senior A&R positions at the worlds biggest Music Publishers including Warner/Chappell, EMI Music Publishing and Universal Music Publishing in Los Angeles, London and New York City. He has 22 years of experience in the world of rock and pop music and in the specialized fields of Music Publishing and Studio Recording.

While studying to become a studio engineer at STC Dublin, Ireland; he began his life in music as a drummer, member of Irish band No Sweat who’s single ‘Heart and Soul’ (produced by Def Leppard’s Joe Elliott) achieved Number One Status in the Irish charts 1990.

Determined to help musicians develop their career and further his experience in the music business he moved to Los Angeles in 1994 where he scouted the club scene and worked for a series of indie labels, music publishers and producer management companies, in- cluding Windswept Pacific, Lippman Ent, TLC and Nu Millennia.

In 1999 he moved to London and was hired by Warner/Chappell as A&R Manager. There, he ran the writer/producer roster, and was instrumental in the signing of former New Radicals frontman Gregg Alexander, who wrote hits for artists including Santana, Texas and Ronan Keating.

Declan joined EMI Music Publishing UK as Senior A&R Manager in 2001 and was promoted to Vice President in 2006. During his time with the UK arm of the publisher signed some of the world’s most successful artists and songwriters including James Blunt, Take That, Bullet For My Valentine, My Chemical Romance, Amy Winehouse and Busted.

In January 2008 Declan was offered the position of SVP of A&R, EMI Music Publishing in New York City. Here he managed an impressive roster of artists including Train, Regina Spektor, The Joy Formidable, Ida Maria, Graffiti 6 and Matthew Koma and helped the company become Publisher of the Year in 2011.

In 2012 Declan joined Universal Music Publishing in New York as Vice President of Creative Services. During his tenure at Universal he set up a suite of recording studios in the Universal building, working with a wide array of talent including Icona Pop, Shawn Mendes, Misterwives, Tor Miller, Viv & the Revival, Noah & the Whale and many more.

He signed Grammy Award Winning writer/producer Martin Terefe. Martin has a tremendous release schedule including Shawn Mendes (#1 album Handwritten), Mike Posner (I Took a Pill in Ibiza – 820 Million Streams) Icona Pop, Mika, James Blunt, Theory of a Dead Man and Jason Mraz.

He also signed alternative act Yungblud and re-signed rock legends Slayer. Declan is one of the top A&R executives working in rock and pop today, his artists have sold in excess of 60 million records worldwide.
